a permit?

Yes
in most cases, but please contact me because each state has
their own rules
Q. Do you think they will catch me?
A. Yes, By the
year 2005 Almost every state is trying to obtain non-attainment
status, everything, every source under permit.
Q. Do they really
issue fines and penalties?
A. Yes, In most
cases NOV's (Notice of Violations) are issued even for not
renewing an existing permit. Fines can be as extreme as $25,000/day
until compliance is reached.
Q. I am in the
middle of the woods in nowhere land no way??
A. The federal
and state agencies have inspectors in the field and your worst
enemy is the nearby landowners, who love to find out what's
going on.
Q. I am not giving
the government any more money?
A. My fee and
the application fee for the permit is a small price to pay
in lieu of getting caught without a permit. Then you have
to pay anyway and usually more in most cases.

other required permits for your operation, ie: right of ways,
stream crossings, road bores, etc…
